Founded as an oil and gas enterprise, Petro-Fes Corporation has evolved into a full-service land and housing development company. Our flagship work includes residential communities of more than 1,000 homes in northern Mexico, developed with World Bank funding.
We manage the complete development cycle — from land acquisition and financing to permitting, engineering, and construction — partnering with trusted subcontractors to deliver quality housing at scale.
What We Do
Procurement of land, project funding, and permits — including projects backed by World Bank financing.
Architectural, engineering, and urbanization plans developed to meet regulatory and community standards.
Site urbanization and major infrastructure — including bridge construction to open access to new land.
Residential construction at scale, delivering approximately 100 homes every five months through managed subcontracting.
Leadership
Julio Loza is an entrepreneur from the Rio Grande Valley in South Texas and a graduate of Texas A&M University, where he earned degrees in marketing, management with a specialization in international business, and finance with a specialization in real estate.
Over a career spanning four decades, he has built and led successful ventures across real estate, oil and gas, international development, and investments — bringing a global perspective shaped by business and travel across more than fifty countries.
